Project development and application to the EU call for proposals

  • The PROJECT APPLICATION process for EU calls for proposals starts with an initial meeting where together with the client we shape the idea for the project. The client may already have a clearly developed idea that he plans to apply to a specific EU call, or if he only has an initial idea and is not familiar with EU funds,   we guide him, suggest options and provide necessary information on project financing opportunities.

  • We work on projects apply for projects in Croatia and abroad. 

  • The first step:  In the successful development of the project is the analysis of the client's business, - the potential user and his project idea, as well as the analysis of available EU calls.

  • The second step: Recommendation and selection of the appropriate call for grants from EU funds, exchange of data and documents which, according to the requirements of the EU tender, are necessary to create a project proposal and business plan.

  • Third step: Development of project documentation, elaboration of the idea, creation of the project budget, setting goals, target groups, setting all necessary theses within the project and in accordance with the tender guidelines.

  • Fourth step: After the development of the project for EU funds  –  the creation of a business plan  and the rest of the project documentation, according to the requirements of the EU call , it is submitted to the authority responsible for the implementation of the call.

Management of EU project implementation
Project management

  • Consulting and support in the overall administrative and financial monitoring of the Grant Agreement, including   financial monitoring and coordination of project activities, management of contracts for works and services

  • Counseling and support to the client related to obligations under the grant agreement

  • Advice and support in the preparation of the Request for Reimbursement of Funds (ZNS), including possible changes, and their control before   sending to PT2

  • Control of ZNS attachments (tender documents, contracts, invoices, delivery notes, statements, payrolls, monthly work reports, etc.) before  sending them PT2

  • Counseling and support in the preparation of Requests for amendments to grant agreements and minor amendments at the client's request

  • Identification of risks and proposing measures to avoid/mitigate them

  • Coordination and supervision of the work of the project team (including external experts)

  • Presence at the client's location and participation in meetings at the client's premises and other locations  as necessary

  • Communication via email/telephone

  • Continuously providing support to the client in communication with PT2, UT and audit bodies for the needs of project implementation and reporting via e-mail, phone or meetings

  • Consulting in ensuring an adequate accounting and audit trail of the client

  • Consultation and preparation of other documents related to the implementation of the project

Public procurement

  • Consultation and preparation of procurement documentation proposals, including consultation and preparation of proposals for required capabilities, criteria for the most economically advantageous offer and all other provisions of procurement documentation in accordance with the Law on Public Procurement and the Ordinance for non-obligatory persons of the Law on Public Procurement (in the case of partners)

  • Counseling and preparation of proposals for responses to tenderers' inquiries related to published procurement documentation (regardless of whether it is public/prior consultation or public procurement)

  • Consultation related to the alignment of technical specifications, i.e. cost estimates for works, goods and services with the provisions of the Law on Public Procurement and the instructions of PT 2

  • Preparation/corrections of procurement documentation and other acts within the framework of the public procurement procedure, especially in the part that refers to the definition and adjustment of technical specifications when creating cost estimates for specialized equipment

  • Consultation in the implementation of the previous consultation with interested economic entities, if applicable

  • Consulting during the review and evaluation of bids and the creation of minutes on the review and evaluation of bids

  • Participation in the appeal procedure, if necessary

  • Consultation and preparation of proposals for clarification and associated documentation in communication with PT2 for ex-ante and ex-post review of documentation related to public procurement procedures

  • Consulting and quality control of accompanying and output documents of public procurement (administrative documentation in the field of public procurement) 

  • Advising on the execution of contracts resulting from public procurement procedures and pointing out important contract provisions and pointing out omissions observed in the execution of contract provisions; consulting in ensuring that the execution of the contract is in accordance with the procurement documentation and the selected offer

  • Review of the procurement project plan and consulting related to the execution and procurement deadlines, risks and possible changes to the plan (including consulting and making proposals for changes to the same), including monitoring the execution of procurements and contracts resulting from them within the planned  deadlines

  • Consulting and support in the preparation of project Requests for reimbursement of project funds in the part related to public procurement procedures

  • Advising Clients and Partners on legal aspects of all relationships, rights and obligations arising from public procurement procedures

  • Administrative management and electronic documenting and archiving of documentation

  • Drafting of public procurement contracts and their additions (if necessary)

  • Participation in meetings at the premises of the client or consultant

Communication and visibility management

  • Publicity and visibility activities are mandatory elements of every project financed by EU funds 

  • The purpose of these activities is:

    • Presentation of the project, project idea, goals and results

    • Raising the awareness of the public, media and stakeholders about the role of the European Union and announcing the fact that the EU is co-financing the project

    • To share acquired knowledge and experience, both professional and related to project management.

  • Publicity and visibility activities can go a long way in achieving goals and ensuring sustainability.

  • Information and visibility of projects co-financed from the European Structural and Investment Funds are the responsibility and obligation of all applicants, beneficiaries of funds. Project implementers are expected to carry out information and publicity activities in accordance with the signed grant agreement, i.e. the applicant is obliged to comply with the requirements related to visibility and information specified in the grant agreement and its annexes.

  • The applicant must ensure the visibility of EU funding according to the Instructions for Users, which refers to Information and visibility of all projects financed from European funds
